The "vanilla" data pack cannot be disabled.
Steps to reproduce:
Execute the command: /datapack disable vanilla
EXPECTED RESULT: vanilla data pack is disabled
RESULT: Vanilla data pack still exists and error message is displayed: Reload failed; keeping old data

I cannot find any reference about what information exactly is required by the game or even that there is need to supply anything. I am certain I did this before without needing to add anything, and I checked every release changelog and none says something was changed. This is suspiciously missing from the internet, including official Minecraft sources that are expected to recite such a change.
You cannot disable vanilla datapack unless you enable another datapack that supplies information required by the game
