Leaves do not decay because of nearby tree's

There is tree A and tree B. You chop down tree A and its leaves start decaying. some leaves do not decay. These leaves are in close proximity to tree B. You are forced to chop down tree B to decay the rest of tree A's leaves. This happens more often the closer the tree is to another tree and happens in both natural and planted trees.
