[MC-232866] Moss Blocks wont grow underneath fences

What I expected to happen was...:
Moss will replace the block below a fence

What actually happened was...:
Moss moves grows around the fence, but does not change the block below the fence

Steps to Reproduce:
1. Place Fence on a block that can be changed to moss
2. place a moss block next to the fence
3. Bonemeal the moss block
