I try to use the "/locate fortress" command, but whenever I execute the command, it just brings me to bastions.

This report is invalid as your game and the server is both modified and outdated (1.16.5) while experiencing this issue.
Please only report bugs that can be reproduced in a vanilla (unmodified) environment and in the latest version (1.17.1).
Issues caused by third-party modifications should be reported to the appropriate team, not Mojang.
