The Bug:
You cannot hold any key to rapidly navigate between elements quickly after opening the inventory.
Just for clarity, the word "elements" in this context refers to things along the lines of buttons, values, or any other thing that can be interacted with. As an example of this issue, holding down the TAB key whilst within a menu doesn't navigate between buttons or values after you have opened your inventory. This same concept can be seen in several other areas such as when holding down arrow keys to change the values of sliders or holding down the F4 key within the game mode switcher menu to switch between the selection of game modes.
Steps to Reproduce:
Load into a singleplayer world without opening your inventory.
Hit the ESC key and then click on the "Options" button.
Hold down the TAB key and take note of how you rapidly switch between the selection of buttons.
Close this menu and open your inventory.
Once again, hit the ESC key and then click on the "Options" button.
Hold down the TAB key and observe the selection of buttons closely.
Take note as to whether or not you can hold any key to rapidly navigate between elements quickly after opening the inventory.
Observed Behavior:
You cannot hold any key to rapidly navigate between elements quickly after opening the inventory.
Expected Behavior:
You would be able to hold any key to rapidly navigate between elements quickly after opening the inventory, just like how you're able to in most other menus.
I can reproduce this in 1.17.1
