[MC-234758] if you build a beacon and you break it to have it at lvl 1 you can keep any effect even if you need a more powerfull one

if you select strenght/jump boost/resistance you can break the beacon and make it into a lvl 1, the effect will remain (if the effect is level 2 it will become lvl 1 as soon as you brake the first block)
