[MC-235038] Sugar canes are placable in water and doesn't break. [1.17]

I found a bug, that sugar canes are now placable into the water and doesn't break. If water depth varies atleast 1 block, you can place sugarcane on the higher one, and it doesn't break, no matter how deep it is.
