[MC-235075] You can place water in the nether

The setblock command can let you place water in the nether when it is illegal!
How to reproduce:
Step 1: Build a nether portal and go to the nether (of course!)
Step 2: Type this command: /setblock ~ ~ ~ minecraft:water
Step 3: Press enter on your keyboard
Step 4: Your done!
