Villagers won't throw food to a "hungry" villager

Villagers refuse to throw any food to other villagers even if their inventory is full with food.

Steps to reproduce:

1. Create a new, flat world
1. Spawn a villager
2. Throw him bread until this inventory is full
3. Spawn another villager
4. Place 5 beds and 5 workstations
5. Set the time to the middle of the day

The Villager with the food will not throw any food to the other villager
