[MC-237104] Passive mobs not spawning on certain seeds

Only passive mobs are not spawning on seed 3496644173824635074. Neutral and hostile mobs are, however.

I played on another seed but I didn't face the same issue.

Cannot confirm. I suppose there could be a problem with spawn distribution.

Creatures (cows, sheep etc) not spawning

I'm also unable to reproduce this issue in 21w39a.
