Having an enchanted beak with a touch of silk and chopping ice does not give you the block of ice or the animation that you are chopping it comes out I tried it with boots of icy passage and still does not give you the block of ice

Ok, so first, the fact that you are using the word "chopping" implies that you are breaking the block with an axe, which is not supposed to give you the block, but strangly it works. You are right about the animation part though, as it does not show the cracks.
And second, frost walker does not spawn regular ice, it spawns a different block called frosted ice, which, unlike ice, melts over time, without needing a light source to be next to it. Since is it a different block, it is not supposed to drop normal ice when breaking it with silk touch.
It might just be me not understanding your bad english, but I think the real bug is the fact that you can break ice with an axe and it gives you the block.
