[MC-237588] Banners not appearing when placed in most recent snapshot

I placed a cyan banner in the Savannah biome, and a small transparent rectangle appeared indicating that the object was placed, but the banner was not visible. However, when it was right clicked with a map, the banner did still appear as a marker.
