Since you mentioned that this gamerule was set to "false", this is the reason as to why you were experiencing this particular behavior. Villagers will not harvest crops when the "mobGriefing" gamerule is set to false. To resolve this, simply switch this gamerule to "true". 🙂
that's what I just did. But the villagers are not MOBS so why are they influenced by the MOBgrifing command

May I ask what the "mobGriefing" gamerule is set to? If it's set to "false" this would explain why your villagers will not harvest crops.
