[MC-237734] Shipwreck not always generating with treasure map

The bug can be recreated by generating a world with the seed -5760216589462143407 and visiting the shipwreck at -880 -640. Its map chest is in the middle, buried under an ice burg, and does not contain a buried treasure map.
