[MC-238516] Pillagers spawn (outpost)

It seems like pillagers don't spawn in any conditions at outpost.
Mansion and raids tho works fine.

Bug since 21w39a

Environment

w10, java 8 uppdate 281 (build 1.8.0_281-b09)
