As the title says for some reason Pillagers no longer spawn around Pillager outposts.
They are completely absent.
On side note Dark Forests are devoid of any hostile mobs during daytime aswell when they used to have them making these biomes unique and dangerous to explore.
Tho that probably is related to light level changes and Pillager issue might be unrelated to that.

Can confirm. No Pillagers spawn, regardless of the light level.
