[MC-239028] Zombie Pigmen and Piglins can spawn outside world border when set smaller

I set the world border to 200 and noticed that piglins and zombie pigmen where spawning outside the border. In the overworld no mobs spawn outside the border

To Replicate: Set world border to 200 and look outside it and piglins and zombie pigmen will spawn
