Glow Lichen doesn't emit light with /setblock

The Bug

When using /setblock ~ ~ ~ glow_lichen the glow lichen does not give off light. It does give off light if you set a direction such as minecraft:glow_lichen[down=true]. I can't imagine this is a intended future. 

In the photo attached you can see the one on the right is not giving off light.

Expected Result

The glow lichen would emit light with /setblock
