[MC-239169] Gurdians dont spawn near ocean monuments

Gurdians should spawn around ocean monuments but their not spawning making ez to raid them and not being able to farm them for pris

I was thinking it was just the entity cap but after i saw that fish and normal mobs spawned around it i knew that it wasent the problem
