This is not the same issue as MC-237986. (not sure that one is resolved either, but....) I found a pillager outpost at y=120 and no ongoing spawning of pillagers is happening... the same outpost did not have iron golems in the two cages.

A second outpost also has the same no spawning issue. However, 2 of the 5 cages did have iron golems in them.

I appears that the bounding box for pillager outpost are not spawning pillagers.
