4. Open LAN and enable cheats

There is a chance that emerald ores can spawn above its designated layer on caves as per the latest snapshot 21w42a

Emeralds currently generate from -16 to 240, from the 21w40a ore distribution chart. Meadows are a part of the group of the new mountain biomes, so I also don't see what's the issue here.
What's the issue here? It looks like the emerald ore is generating as intended
