How to Reproduce?
1. Install snapshot 21w42a
2. Open Minecraft
3. Create a New World with the specified seed above
4. Open LAN and enable cheats
5. Use this command -> /tp @p /tp @p -1798.633 -9.88852 -149.055
6. Switch to Spectator [Mob Spawner will have a glitchy animation]
7. Switch to Creative [Mob Spawner animation will return to normal]
-Close this- Read CAREFULLY!
The spawner is flickering. It is not spinning as it usually does when in survival and creative mode. In spectator mode, the spawner animation is flickering. The mob spinning animation in the spawner is not the same animation as it does when you're in creative and survival game-modes.
Must Read: Test it out yourself before commenting or you're just commenting for the sake of commenting.

If you're gonna comment at least read the whole thing I wrote above...
@Anthony, the spinning of the spawner is glitching with the spectator mode, maybe test it out yourself before making an analysis and making a judgment that this is a 'duplicate' and 'not fixable'.
Not being rude but I think you linked the bug report with the same link as my report? what?
Additional information: TL;DR The Bug: The spawner mob inside of it or the spinning design is flickering when on Spectator mode. - Removed WIKI reference to avoid confusion.
They seemingly meant to link to MC-111339.
BTW "#RoadToHelper" reporting issues is not the way to become a helper. And your lack of searching reports doesn't help with it either (Lots of your reports are duplicates).

That ticket has already been resolved as Won't Fix, which means this is considered a bug but won't be fixed. The description of that ticket or the comments might explain the rationale. Please do not leave a comment on the linked ticket.
