This bug effects spectator mode. While in spectator mode, when in 3rd person mode the player can see through water.

Duplicate of MC-187783 which was later resolved as "Won't Fix". As a workaround, you can use the "Fabulous!" graphic setting in order to resolve this issue. 🙂
