Sometimes villagers don't seem to recognise jobsite blocks at all- mostly it works completely normally, but other times they just don't accept their job, even after extended periods of time. Although I've only seen the bug with lecturns, due to my trading hall only needing these, I am sure other jobsite blocks would also be bugged. It doesn't seem to fix anything when restarting the server, minecraft, and also bugs in a single player world. Thank you Mojang you're doing a fantastic job!

I haven't been able to replicate the glitch for a while- it seems fairly random when it happens- and villagers are able to restock their trades even with the trapdoor on top of the workstation. However, prior to my bug report I had a villager in an open area with a workstation and they weren't able to pathfind to it- which I believe is the same thing that was happening in the bug. The block hadn't been pathfound to by other villagers, so I believe that it was a glitch. I thought nothing of it at the time, but I'm guessing it may have been linked to what I was experiencing.
Is this still an issue in version 1.18.1? If so, please attach screenshots or video of the issue with the debug screen (F3) enabled.
In the screenshot you've provided, there is a trapdoor above the lectern and villagers occasionally have trouble pathfinding to workstations in these circumstances (MC-155269). Does removing the trapdoor allow the villager to claim its job?
