minecarts with chests appear outside the mineshafts

took an old world and deleted the region folder(overworld) and loaded it in the 21w43a snapshot and found lots of minecarts with chests inside solid blocks of generated world. they all appear to have generated to high up in the world as there is a mineshaft below.
