I loaded up my old Minecraft world to see the deepslate that the snapshot claimed would generate below Y=0. Upon loading my world, I found that the y levels in old chunks that should be filled with deepslate are still void, and the bedrock level had not gone down. What do I do? Can you please see what is causing this?

Then those chunks were already changed to the new world height and the bottom of your world was filled with air. The upgrade system doesn't change existing blocks, only adds new ones when you change to the new world height.
