I might have undestood it wrong, but "New world generation is now inserted under existing chunks when upgrading a world to the new world height" doesn't mean that if I upgrade my old world to this version there would be new caves under the already generated chunks?
With bedrock turning into deepslate and all that?
I just made a copy of my world, it took a lot of time to load in, and nothing new under my base, neither the new caves or the "deepslate only mega block" under y=0

to be precise, firts generated in 1.15.2, there was a bug in launcher when I tried to create a copy of the world and then it opened in 21w40a;
Later I used the %appdata% to create a copy of the world and tried to bring the copy back to 1.17 but the old chunks just get erased and I kept dying/seeing death messages of my pets falling in the void

The blending technology we intend to introduce for Caves & Cliffs: Part II is not yet available. If you open an old world in this snapshot it will be upgraded with air under the current bottom of the world and visible chunk borders to new areas.
Since the world has been loaded in 21w40a, and since that snapshot didn't have world blending and instead filled the old chunks with air,
it would have not have been upgraded to include the new world generation since it had 'upgraded' already.
