[MC-240500] Old Chunks still have Bedrock layer starting at Y 5, with no new terrain generated underneath

In chunks generated in 1.17, the Bedrock at the bottom of the world is still at y level 5, and going into spectator mode reveals that no new terrain has been generated underneath.

Please provide more information such as steps to reproduce.

This may be related to MC-239994 and MC-240018, or possibly a duplicate of either.
