[MC-240527] no bedrock in updated worlds

i updated a 1.17.1 world to 21w44a and went below where the bedrock should have been

edit: and there was none only stone which is a second probably bug but the updated chunks dont have deepslate they only have stone but the new chunks have the bedrock and deepslate
