[MC-241166] Lush Caves features mostly generate only in caves ceilings

In many (the majority) of Lush Caves, the glow vines, the moss blocks and the clay blocks mostly generate only in the cave's ceiling. It's hard to obtain a lush cave with the normal generation in the ground, with the water ponds, the azalea bushes and the dripleaf plants, and to prove that I'm attaching many pictures I've taken. It took me a while to find a large lush cave with the ground features.

Yep, this is a duplicate of MC-238024. Within lush caves biomes, areas sometimes don't have any vegetation (in this case, the ground) and this is working as intended as stated in MC-238024.
