[MC-241274] Deepslate Coal in 1.18 pre-release

There are Deep slate coal ores generating in 1.18 pre-release which should be creative only block in Mine shafts at deep slate level.Pls Fix this thank you.

This is expected behavior as the ore generation was tweaked to allow this to occur.
