Ghost block left behind when a gravity block falls

When a gravity block falls, the block is still there, and it duplicates itself. A ghost block is left behind at the original position(before fall), and if you update the block it will re-appear, duplicating the block. It broke my redstone machine. Detailed description is in attached video.

Does this happen to you in a completely new world? Are there any data packs active? Or is it possible that there's some command block running that messes with falling blocks?

This also happens in pre-6. The ghost block has no hitbox now, but still continues to duplicate. Tested with concrete powder(light blue) this time.

OOOOHHH I found the problem. A command block is repeatedly setting the "Time" nbt of falling blocks to 1. I think that's the problem.
