The Bug:
Stone, dirt, and grass blocks can generate along the edges of badlands biomes when rivers are nearby.
Here is an example:
Version: 1.19.3
Seed: -4182603768208343432
Coordinates: /execute in minecraft:overworld run tp @s 49.51 73.00 838.09 199.68 -3.31
Steps to Reproduce:
Generate a world with the seed provided above and teleport to the given coordinates.
Look closely at the blocks along the edges of the hoodoo.
Take note as to whether or not stone, dirt, and grass blocks can generate along the edges of badlands biomes when rivers are nearby.
Observed Behavior:
Stone, dirt, and grass blocks can generate along the edges of badlands biomes when rivers are nearby.
Expected Behavior:
Stone, dirt, and grass blocks would not be able to generate along the edges of badlands biomes when rivers are nearby.

Marked MC-239446 as related instead; I don't think the issue here stems from 3D biomes; rather I believe the issue here is that the mesa structure crosses over slightly into a river biome.
