Using command /kill @e[type=raiders] kills every mob in the world

Using the /kill command on @e[type=raiders] kills all mobs in the world, including players, villagers, zombies, etc.
Also, the only mob it doesn't kill is Raiders.

Cannot reproduce with the command

/kill @e[type=#minecraft:raiders]

/kill @e[type=!#minecraft:raiders]

Were you playing bedrock? Because in my version of Minecraft, you can't use # or !# in commands

No, the command thread in Java Edition supports the # sign to represent a type class and a ! for a not symbol. Bedrock edition does not support the # sign nor does it have the raiders tag. Your variant of the game can thus be concluded to be modified making it invalid for it lacks command modifiers.
