Frozen lakes do not generate ice in areas that are covered from the sky by naturally occurring blocks

The Bug:

Observing frozen lakes and rivers near trees, extruding cliffs, and other terrain that covers the lake/river from the sky at any level will disable the generation of ice in the top layer of the body of water.

 

Expected Behavior:

Frozen lakes should almost always be completely covered up by ice on the top layer of the body of water, unless they are exposed to a different biome of warmer terrain.

Observed Behavior:

Frozen lakes do not generate ice when other naturally generating blocks are placed in a way that covers parts of the lake from the sky.
