i was mining for hours but i could not find any diamonds and gold ore between height 16 and 0

What I expected to happen was...:
find diamonds and gold ore between height 16 and 0

What actually happened was...:
i found only diamonds and gold ore in height below 0

There are diamonds and gold between 0 and 16, but they're way rarer than below.
