Mobs can walk into powder snow and freeze themselves

A village spawned near a grove and villagers just walk off the grass paths, causing them to freeze.

Then I tried several diffrent mobs, including zombies, creepers and wolves(sorry to animal lovers), and they all walk into powder snow at one moment on their own.

I think the problem is they think powder snow isn't a harmful block like lava, so they think it's okay to walk on like a solid block but nope
