I was flying around a jungle biome that was newly spawned in and only found parrots atop leaf blocks and never on the grass making me believe that they can only spawn there when they're supposed to also spawn on the ground

This isn't an issue parrots have always been able to spawn on leaves. They can also spawn on logs, air & grass blocks
