[MC-244120] End Portal Blocks not generating properly

When respawning the Ender Dragon and blowing up the End Crystals with TNT before the dragon is spawned will result in some Portal Blocks not generating.

To reproduce:

Kill Ender Dragon
Place the 4 End Crystals
Place TNT next to them
Ignite the TNT
Wait for the TNT to blow up
