Item frames attached to the floor cannot occupy the same space as candles

The Bug:

Item frames attached to the floor cannot occupy the same space as candles.

Steps to Reproduce:

1. Place down an item frame on the floor.

2. Place down a candle on the same block as the item frame.

3. Wait for around five seconds and observe if the item frame is destroyed.

4. Take note as to whether or not item frames attached to the floor cannot occupy the same space as candles.

Observed Behavior:

Item frames are destroyed.

Expected Behavior:

Item frames would not be destroyed.
