The bug
When riding a horse, the player sometimes appears to travel forwards while the horse remains stationary. The frequency of this occurrence increases with the speed of the horse.
How to reproduce
The following reproduction steps were provided by @unknown in this comment.
Summon a horse, it could be anywhere but I think the easiest is to summon in the End.
Run this command if testing in 1.21.1:
/execute as @n[type=horse] run attribute @s minecraft:generic.movement_speed base set 1
Or this command if testing in 1.21.2+:
/execute as @n[type=horse] run attribute @s minecraft:movement_speed base set 1
This makes the horse run very fast.
Ride the horse, run and jump around randomly until the issue occurs.

This is still an issue in 1.20.1. In fact, this issue can be reproduce in singleplayer and in vannila Minecraft. I have a video and steps to reproduce for the issue.
1. Summon a horse, it could be anywhere but I think the easiest is to summon in the End.
2. Run this command: <code>/execute as @e[type=horse] run attribute @s minecraft:generic.movement_speed base set 1<code>
This make horses run very fast.
3. Ride the horse, run and jump around randomly until the issue occurs, this issue occurs very common.
Edit: I accidentally discover this bug while trying to reproduce MC-262469 with other entities such as minecart, camel, horse, etc. Then I "play" with horse attribute and discover this bug.

"Multiplayer (3rd-party Server)" in the game window title just means the client connected to a server that isn't realms, it says nothing about the server's software.
