[MC-244790] Luck of the sea is not be working

I afk fish farmad 4h straight and didnt get an single enchanted book. My friend also fished normaly for 4 hour straight on the ocean and only got 2 enchanted books. I was also in a realm i paid for dont know if it changes something. the 2 first screenshot are mine and the 3rd is my friend fishing spot
