[MC-244991] Flower sometimes spawn in location cannot be set

You go to the random plains village and bam you found this a flower but on block that cannot be placed

They're part of the meeting point structure, but it's the same core issue; flowers being placed, and not removed when the block below isn't valid due to a structure.
