[MC-244996] Frosted Ice appear as Air in Superflat world preset

Create new Superflat world and use the preset below:

1*minecraft:frosted_ice

The preset will go through the validation and is being accepted, but instead of Frosted Ice, Air appear on the layers list (see screenshot).

The world is created correctly with the layer of the Frosted Ice.
