[MC-245062] Pillagers don't spawn in old outposts

Went to my pillager farm to get bad omen and there are no pillagers spawning.
Tried re-loading the world and still no spawns.

Yeah, I believe I opened it in 21w44a and in some of the next ones.

In that case - this was an issue in the snapshot phase and was fixed, see MC-240507.

This outpost will stay broken, sorry. Snapshots can corrupt your world.
