[MC-245354] Can't gain experience in realms

I wish to trade with villagers to gain experience. While i cant gain any experience in-game. We have 3 players in my realm, only one of us (not me) can get experience ball as usual, the other can only hear the sound of gain experience and there's a subtitle at the right-bottom corner, but the experience bar didn't increase, actually.

Our map was constructed in 1.18, and 1.18.1 was updated today for 1.18.1, then the issue comes up.

When you leave the game and join again, does the experience you have collected get added to the bar?

no actually, when we try to quit and rejoin, the experience bar didn't move

This issue is very likely occurring because the experience is being consumed to repair items as a result of the mending enchantment. Are you certain that the players who were unable to gain experience levels had gear with the mending enchantment equipped on them present in their inventory?
