[MC-245407] Resource packs fails to load

When loading resource packs, the game firstly loads it in very slowly, and then after showing the pack for a blinkering second, the resource pack unloads and there is a system message saying "Resources failed to load"

Can you attach a resource pack that fails to load?

Or can't get all the resource packs to load?

This one won't load at all.

Is it because of the update with fog distance? Because my texture pack removes fog.

Please check if this is still an issue in 1.19.2 or later.
