When I drop a item in a carpet, it actuates and moves like there wasn't anything in this block.

Do you mean how the very bottom part of the item is in the carpet? If so this is a normal part of the carpet hitbox, there is none, walking over a carpet you will see it's physically flush with the ground, though it looks 1 pixel tall
