No mobs in nether fortress

I am in the nether looking to get wither skeleton skulls, but nothing is spawning in my fortress aside from blazes from the spawner. I'm in a server, but I don't think that would affect anything. I searched the whole fortress but just haven't found a single mob in the fortress.
