[MC-245986] Floating sand trick stopped working

The usual floating sand trick of placing sand on a 2-block plant has stopped working.

EXPECTED: ** The sand stays on the plant.

GOT: The sand falls through the plant.An attachment was attempted, but barely exceeded the 10MB size limit
